Matching Scientific Challenges with Opportunities to Advance the Frontiers of Science in Latin America

摘要 Abstract

The China-Brazil Joint Laboratory for Space Weather (CBJLSW) has successfully been carrying out joint observations and data pooling of the meridian chain of the solar-terrestrial space environment in the western hemisphere, mostly from ground-based observations. Over these years, we have jointly explored and researched the solar-terrestrial space environment in the low latitudes of the eastern and western hemispheres, as well as personnel training, to build the basic framework of the International Meridian Circle Program, and to serve as a bridge and link for cultural exchanges between China and Brazil. Now, to contribute to exploring key scientific challenges and brainstorming future research paths, in the current presentation, we presented some scientific and technological challenges we would like to tackle in the coupling process from the solar-terrestrial perspective. Scientifically, considering a reactivation of sounding rocket research by several countries, we see opportunities for the E-region research close to the South American Magnetic Anomaly. Technologically, seeking to improve the BeiDou Navigation Satellite System accuracy as well as the other GNSS networks, we also propose to monitor Equatorial Plasma Bubbles with the use of the CBERS-5 Geostationary satellite.

Clezio De NARDIN博士,1996年获圣玛丽亚联邦大学电气工程学位,2003年获巴西国家空间研究院(INPE)空间地球物理学博士学位。已发表110余篇学术论文,获得16项科学奖项,并因对巴西的贡献荣获3项地区及国家级服务勋章。在国际科学界,他曾担任巴西空间地球物理学与高空大气学协会主席、拉丁美洲空间地球物理学协会主席、国际空间环境服务组织副主任,并被任命为世界气象组织空间天气信息、系统与服务跨计划工作组巴西代表,以及联合国和平利用外层空间委员会空间天气专家组成员。在巴西国家空间研究院,他近期担任主任职务,曾兼任恩布拉斯计划总经理、空间与大气科学总协调员、基础设施与应用研究总协调员。此外,他还担任巴西联邦共和国副总统府下属的法定亚马逊保护委员会中代表科技与创新部的政府代表。


Dr. Clezio De NARDIN, obtained a degree in electrical engineering in 1996 from the Federal University of Santa Maria and a Ph.D. in Space Geophysics in 2003 from the National Institute for Space Research (INPE). He published more than 110 articles and obtained 16 scientific awards. Besides, he was decorated with 3 other Regional and National awards for his services to Brazil. In the international scientific community, he served as president of the Brazilian Society of Space Geophysics and Aeronomy, president of the Latin American Association of Space Geophysics, and deputy director of the International Space Environment Service. He was appointed as the Brazilian representative at the WMO Inter-Programme Team on Space Weather Information, Systems, and Services, and as a member of the Space Weather Expert Group of the UN COPUOS. At INPE, he recently served as Director, having been the General Manager of the Embrace Program, the General Coordinator for Space and Atmospheric Sciences, and the General Coordinator for Infrastructure and Applied Research. In addition, he serves as the representative of the Ministry of Science, Technology, and Innovations in the Legal Amazon Protection Commission, linked to the Vice-Presidency of the Federative Republic of Brazil.
